During August 3 - 7, 2009 USAID Regional Trade Liberalization and Customs Project (RTLC) as part of the Working Group under the Customs Service of the Government of Tajikistan on development and introduction of Single Administrative Document (SAD) had organized and supported the study tour to Russian Federal Customs Service (FCS) in Moscow.
SAD cargo customs and transit declarations rationalize and reduce the administrative documentation needed for export, import and transit, reduce the amount of submitted data, and standardize and coordinate the data necessary for realization of export-import and transit procedures. At present time, customs service of Tajikistan uses three different forms for import, export and transit, but with introduction of SAD the number of current forms will be reduced and replaced by only SAD form.
The purpose of the study tour was to finalize the work of the working group on upcoming introduction of the simplified customs procedures. In the course of a visit to the FCS the direct experience of development as well as introduction and subsequent use of the SAD declarations has been explored. Working group members have met the developers of the given document in the FCS and studied the documents related to the introduction of cargo customs and transit declarations. Working group members received concrete and complete answers to numerous questions on introduction of the cargo customs and transit declarations.
As a result of the project’s assistance, there is a plan to apply SAD in customs procedures since January 2010.
