Madrassa students learn about their legal rights Through 2007, about 250,000 Kyrgyz students (25% of the students in the country) have learned about their civil rights through USAID programs that developed civic education textbooks and courses for high schools, organized educational summer camps, and introduced classes on the basics of law in secular and religious schools across the country.

Kyrgyz handicraft professionals on a USAID-funded study tour of the U.S Every year, USAID funds professional training in the U.S. and the region for Kyrgyz citizens. Since 2006, over 80 citizens have benefited from U.S. exchange programs in such areas as NGO development and roles of associations, religious diversity, religion in secular society, and small handicraft business.

Tajik, Kyrgyz, and Uzbek cultural workers open Library Eurasia Foundation mobilizes public and private resources to help citizens strengthen their communities, improve their civic, cultural, and economic wellbeing, and prevent ethnic conflict through programs that include labor migration, eco-tourism, independent media, and higher education.

Tiulek residents celebrate Nooruz together with the USAID local governance project The project helped this community open a veterinary drug store, renovate a monument, and address other local needs. The project works in 25 cities and 125 rural municipalities of Kyrgyzstan to increase effectiveness, transparency, and citizen participation in the areas of budgeting, municipal property management, and strategic planning for local economic development. It has supported over 200 infrastructure and social projects that benefited more than 750,000 residents across the country.

Teacher Svetlana Vashenko uses interactive teaching methods learned through the USAID PEAKS project The project helped to establish 13 Professional Development Schools that serve as resource and training centers for the country’s teachers and trained over 7,000 teachers and administrative staff were trained in modern teaching methods and management of schools and budgets. Over 80,000 primary school students (app. 20% of the primary school students in the country) have benefited from this assistance.

Students taking National Scholarship Test Every year more than 35,000 school graduates (about 40% of the country’s school graduates) participate in the National Scholarship Testing (NST) to compete for state-sponsored scholarships for university education. This independent testing mechanism was introduced by USAID in 2003 and is carried out in about 90 locations across the country. Annually, 5,700 students receive state scholarships through this USAID-supported initiative.

Students demonstrate their products Through the USAID-funded Junior Achievement program, Kyrgyz high school students learn the basics of economics, management, marketing, and entrepreneurship. The program has worked with 260 schools around the country. It has trained 400 teachers and adapted, translated, and published nearly 3,000 sets of books on economics for Kyrgyz high schools.

Head of Entrepreneurship Department of Bishkek Mayor’s Office Chinara Askarova at a textile shop Building on the expansion of the tax patent system, established in December 2005, USAID’s Business Environment Improvement project (www.bei-ca.net) worked with the Mayor’s Office in Bishkek to encourage the legalization of light industry activities. This effort led to a 184% increase in Bishkek area’s entrepreneurs that are working legally, and a 276% increase in tax collection by the oblast from 2006 to 2007.

Installation of gas pipelines in KaraSuu City More than 750,000 residents have benefited from USAID community assistance activities that supported over 200 infrastructure and social projects including refurbished schools, health clinics, and new roads. These activities helped bring citizens of different ethnic groups together and helped reduce local tensions in the Ferghana Valley and surrounding areas.

Open and transparent auctions are a source of income for local budget The USAID land reform project helped 10 village governments put in place transparent and simple mechanisms to manage the Land Redistribution Fund. Assistance included inventory of land, zoning, strategic land use planning, and land lease auctions. Transparent land auctions have quadrupled the local governments’ revenues from the lease of the land, compared to previously received revenues. USAID is now helping to replicate these mechanisms in another 120 villages.

Energy Markets USAID supports Kyrgyzstan’s energy sector reforms by building local expertise to deal effectively with current energy needs, and use energy resources efficiently for the benefit of the local population. Assistance focuses on helping to bring Kyrgyzstan’s regulatory framework for electricity closer to international standards and practices.

University professors are trained on International Accounting Standards USAID has supported Kyrgyzstan’s transition to international accounting standards, helped to administer training programs and testing for internationally-recognized accounting qualifications, and more recently, has been assisting to integrate these programs into university curriculum. This support is helping to develop a cadre of skilled professionals that are in high demand by local businesses.

Lawyers use database to look up judicial opinions The database was created with USAID assistance to facilitate free public access to judicial decisions, which encourages more transparent decision-making and enables entrepreneurs and other citizens to more effectively plan their commercial operations and formulate effective strategies in the event of litigation.

Sanabar-Apa was able to plant onions due to improved irrigation A USAID-funded project has worked with 19 Water Users Associations in the south of Kyrgyzstan, helping rehabilitate irrigation canals and organize more equitable water distribution for an area of 20,000 hectares. Improved access to water has increased farmers’ net income per hectare by approximately 185% since 2005 and has benefited 100,000 residents.

Kadajmai region farmers learn tree pruning techniques Arap Nurmamatov and other Kadajmai farmers received horticultural advice from a volunteer expert, provided by the USAID-supported Farmer to Farmer program. Through 2007, this program has helped over 700 Kyrgyz farmers to improve their agricultural businesses.

Farmers on Harvest Day The Association of Agribusinessmen (AAK) has become a financially sustainable association whose advocacy persuaded the Government of Kyrgyzstan to remove a 20% value-added tax on fertilizer, seed, and crop protection products. USAID has also supported the development of a legal market for fertilizer imports and has helped farmers improve crop production. This has increased agricultural productivity by 50% and output - by some $80 million since 2001.

Burganai Saparalieva has been a client of FINCA since 1995 FINCA is a micro-lending institution whose loans have helped this mother of eight build a successful trunk business and branch out to other areas. She is one of about 150,000 small entrepreneurs in Kyrgyzstan that have benefited from the nearly $35 million of loans that USAID helped to bring to the country over the years.

2007 marked 10 years of country-wide family medicine The concept was brought to Kyrgyzstan by a USAID health reform project ZdravPlus which established first family medicine practices and helped the Ministry of Health prepare for country-wide replication. For continuous education of practitioners USAID helped open family medicine training centers in each region, and now family medicine services are provided by over 700 centers across the country.

A candle for each HIV/AIDS victim To prevent the spread of HIV/AIDS in the region, USAID projects educate young people about HIV/AIDS infection, ways of its transmission, and protection from it. USAID projects also organize various activities for thousands of vulnerable youth to provide safe alternatives to risky behaviors that might lead to HIV/AIDS infection or drug use.

TB campaign makes strides USAID has been working with the Ministry of Health on tuberculosis control since 1997, and by 2004 helped reduce tuberculosis death rate in Kyrgyzstan by 17%. In cooperation with numerous partners, USAID helped the Kyrgyz Government to establish a National Coordinating Council on Tuberculosis, develop working groups, as well as provide resource materials, training, and monitoring of tuberculosis treatment in all oblasts.

Maternity Ward at the Leylek Territorial Hospital in Batken Oblast It is one of the few hospitals in the south of the country that has received the UNICEF/WHO certification of the Baby-Friendly hospital thanks to assistance from USAID. This certification promotes an international standard of care, ensuring that the birthing process is natural, safe, and in the best interest for the mother and her child.

USAID has funded food security programs in Kyrgyzstan since 2003 Through these programs, humanitarian assistance was provided to 22,000 residents and patients at 85 hospitals, nursing homes, orphanages, incarceration facilities (a source of tuberculosis), and specialized tuberculosis medical institutions. Supplies included 225,000 tons of vitamin and mineral-enriched food supplements, as well as increased food availability to the people in need.

Ak Suu Rayon Health Committee is discussing future plans Since early 2006, USAID support has empowered local communities in Issyk-Kul Oblast to manage their health successfully. Kyrgyzstan accepts Millenium Challenge In March 2008 USAID Central Asian Mission Director Mr. Frej and Head of the Presidential Administration Mr. Sadyrkulov signed an agreement to support the Millennium Challenge Account Threshold Program. The agreement provides for a two-year $16 million assistance program that will help the Government of Kyrgyzstan to improve independence and effectiveness of the judicial system, develop a more functional and trusted police force, and improve the criminal justice system, educate the public and media on the dangers of corruption.
USAID began providing assistance to Kyrgyzstan in 1992, soon after the country became independent. Since that time, the American people through USAID have provided over $400 million in programs that assist the development of the country’s economic sector, healthcare system, and democratic institutions. USAID programs cooperate with ministries, governmental and non-government organizations, businesses, and communities to improve laws, create jobs, increase incomes, improve services, and better manage available resources.
USAID has supported health systems reform in Kyrgyzstan, helped to improve tax administration system, supported strengthened budget development, assisted in the development of commercial law, and helped create and strengthen NGOs and independent media. More recently, USAID has focused its assistance to improve Kyrgyzstan’s business environment and increase country’s attractiveness to foreign investors, to institutionalize democratic governance in the country, and to help the Kyrgyz Government in responding to the threats of tuberculosis and HIV/AIDS.
USAID operates under a bilateral agreement with the Government of the Kyrgyz Republic, and is the largest single-country donor organization in Kyrgyzstan. USAID programs in Kyrgyzstan are implemented through contracts and grants by more than 40 local and international organizations, for profit companies, and non-governmental organizations.
